Access Denied for CiviMail Report

Logged in as the Drupal admin (user 1), I can see the report page for a mailing ( i.e. /civicrm/mailing/report?mid=236&reset=1 ), but I get an 'access denied' message for any other user, including those with the 'access CiviMail', 'access CiviReport', 'administer CiviCRM' and 'administer reports' permissions set.
