Can't install civicrm properly

Hello,

I tried to install CiviCRM 4.0.1 with joomla 1.6 and Civicrm 3.2 with Joomla 1.5.22. Both time I have the same problem (see the image below). If I clif on the "configure you dashboard" link, nothing happens, I can't find the "new event link", etc. I guess it's because of my local server :

- Apache/2.2.14 (Win32) DAV/2 mod_ssl/2.2.14 OpenSSL/0.9.8l mod_autoindex_color PHP/5.3.1 mod_apreq2-20090110/2.7.1 mod_perl/2.0.4 Perl/v5.10.1
- Version du client MySQL: 5.1.41
- Extension PHP: mysqli

I'm having the same issue with an installation of CiviCRM 4.01 on Joomla 1.6 site. Odd thing is that I installed CiviCRM on another Joomla 1.6 web site on the same server but it was a site mirgrated from Joomla 1.5.

The error logs in the web server seem to indicate a problem with the path as it can't find files but I've tried everything to correct this with no luck:

[Sat May 28 23:39:08 2011] [error] [client 150.101.115.39] File does not exist: /var/www/joomla16/actcoss/packages, referer: http://www3.actcoss.org.au/administrator/?option=com_civicrm&task=civicrm/dashboard&reset=1

I've been going round and round with this for days now and would appreciate some help. I had a similar issue with the first install of CiviCRM but that turned out to be a simple permissions issue as I'm running suphp. I've checked everything and I've done the install numerous times so I'm really stuck.

I found a solution that worked for me but I don't understand why. I've spent days troubleshooting this as I have one install working and another on the same server giving these errors.

Anyway, I used this URL that I found in another post on the forum:

http://siteURL/administrator/index.php?option=com_civicrm&task=civicrm/admin/setting/url&reset=1

which brings up the admin page where you can check the base URL etc. I didn't change anything on the page as all the settings were correct. I just clicked 'save'. Believe it or not, after that everything worked fine.

It's a shame I didn't make a copy of the config file as saving the admin page obviously changed something that was the issue.

I'll be installing on another virtual server in the next couple of days so if the same errors occur I'll be sure to back up files so I can do a diff on them and find out what the config page is changing when doing a save.

Hope this works for you as well.

I googled your link and found two threads on this forum :

 The problem is the "civiCRM resources URLs" is not filled.

So, I fill the resources URLs, which was empty, with this url : http   ://127.0.01/mydomain/administrator/components/civicrm/

... but nothing happens  ???

I checked both

/adminstrator/components/com_civicrm/civicrm.settings.php
/components/com_civicrm/civicrm.settings.php

and the correct resource URLs were in them and I still had the problem you described in your original post.

I've ;just installed another Joomla 1.6 site and another copy of civiCRM 4.01 and had exactly the same issue. The server is running CentOS 5.2, php 5.3 and suphp.

This time i backed up both civicrm.settings.php files before doing the fix I recommended to you. I went to the URL in my post:

http://siteURL/administrator/index.php?option=com_civicrm&task=civicrm/admin/setting/url&reset=1

clicked on 'Save' without making any changes and when the next page loaded everything was fine and back to normal.

I then checked the backed up civicrm.settings.php files against the config files being used and there was not difference at all. So something is certainly wrong here. The only thing I did to correct the situation was to go to the admin page with the URL posted above, click on 'Save' and then it all works. But before doing this the admin page option wasn't available.

The URL you posted in you last message is not the one I have above. I think you'll find that if you simply use the URL above on your site it will take you to the admin page. You'll see that the resource URLs are filled in correctly. Click on 'Save' and that probably will fix it up.

I'd love to hear from the developers if they can figure out what's going on here. I'm a Unix Sys Admin and this issue held me up for days in spite of doing every test I could to figure it out. I'm fairly convinced there is a serious bug here.

two things:

1. Can you check the condition of config_backend in civicrm_domain table before and after you save the setting/url page? Its a serialized string, so decoding it (unserialize) is a bit painful (easiest to do via a php script)

2. also can u run the foll sql script before and after the above url:
