JQuery version distributed with CiviCRM

The version of JQuery currently distributed with CiviCRM (versions 3.3.x to 3.4.2) has a nasty bug which breaks the CiviCRM navigation menu in Internet Explorer.

I have been manually patching CiviCRM by replacing the file at /civicrm/packages/jquery/plugins/jsTree.v.1.0rc2  with the file at: http://pogstone.com/sites/all/modules/civicrm/packages/jquery/plugins/jsTree.v.1.0rc2/jquery.jstree.min.js

Can this be put into the core distribution? Or can the version of JQuery be updated to a newer version?

jquery library is updated to latest in 3.4.x. Can you give exact details what is not working. Most of us don't use IE, so if you can provide a patch that would be great.

I do not normally use IE either, however the vast majority of non-technical end-users do use IE.

What happens:
Visually the quick search box with the small magnifying glass does not show up at all. The first menu item is positioned against the left edge of the browser.

Also, no matter which black menu item is clicked, none of the sub-menus appear.
