Is civi engage available for joomla 1.6 installations?

A significant chunk of Engage functionality has been rolled into core with the improvements in CiviCampaign. However, CiviEngage itself is a Drupal module which also defines a set of custom fields and profiles which are useful to some types of grassroots organizations. This aspect is "Drupal only" at this time.

I would recommend exploring the Campaign, Survey and Petition features available to you in CiviCRM 4.0 / J 1.6 and see how they meet your needs.

We are on a Joomla 1.7 install and really need the phone bank canvassing option.  Any future in this feature for joomla civi installs?  Any suggestions?

The phone bank report is part of core as part of civicampaign in v3.4

I dont think PTP plans on making CiviEngage CMS agnostic anytime soon
