Access Control on Headers, Footer and Templates

We have a large group of "country administrators" who are going to be using CiviMail. If they are given access then they can potentially change the text in headers, footers, templates and other mailing elements. As an enhancement request, we would like there to be some kind of access control over these elements so members with those roles can send email but have "read only" access to the elements, or perhaps allow them to modify for a particular mailing but not replace the existing copy.

Not sure if you know that the ability to modify CiviMail headers, footers and automated messages is only granted to roles which have "administer CiviCRM" permission. Do your "country admins" need that permission?
