Listing events and participants

Setting up a website where certain front end users need to be able to list all the participants at a selected event. I need to be able to list all the events, allow the user to select one of the events and then get a list of all the participants. The "Participant Listing" Joomla menu item links to a specific event, I need a menu item that will list all the events first and then list the participants at one of those events. Obviously can be done through the back end, but I can't give the user admin rights

How do I do it?
