Can anyone provide me with a rough estimate on time and what it might cost to develop a solution adding the following functionality to CiviCRM and/or relevant modules?

I'm not getting paid for this work; but I may be willing to pay someone to do this work, depending on cost. I am looking for a ballpark so that I can decide if this development is something that I might want to financially sponsor, as a contribution to the community.
