Is it possible to setup "Groups", so that they can manage(Create, Edit and Delete) "event types" or "event templates" created by themselves and not other groups?

It looks like the ACL can only handle single event "edit" restrictions; however not for event types or event templates.

Do I need to create my own Customized CiviCRM Screens for this?

Any suggestions would be helpful...

Yes, I believe you would have to customize your install for this. The best way would probably be with a custom module for Drupal which can handle the access restrictions for you via the CiviCRM hooks.
