Track Click-throughs box unchecked by default?

Is it possible to have the "Track Click-throughs?" box unchecked by default in the "New mailing" process?
On the contrary, is it possible to have "Override VERP address?" checked by default?

yes, you can do so via the hook_civicrm_buildForm hook or via a jQuery snippet (the latter is definitely a lot easier)
