Updating the civicrm_contact.sort_name field

I'm inherited a problem where during a previous upgrade from CiviCRM 2.2. to 3.1.5 households contacts were created and the sort_name field was set to <individual_last_name>, <individual(s)_first_name(s)>.  But since the upgrade Civi has been defaulting the value of the sort_name to the household_name for new records.  I've been looking for how to change the default but I haven't found where I can change this behavior.  Can someone point me in the right direction to change this default setting?

A related issue is that now I've got to rebuild all the values of the sort_name in the households.  If I change the default behavior for creating the value of sort_name then is there a way I can trigger an update for every household?
