Profile Webform - random Can't Open Socket errors

We are hearing reports from users that there are occasional 'can't open socket' errors when the profile webform is used.  Any idea if this would this be a server or a civicrm configuration issue ?
 
joomla 1.5.18, civicrm 3.3.3, php 5.2.17

I am getting the same error.. I assume it has something to do with Recaptcha

Opening sockets is generally a function of the server, so I would ask your host about this.
