Upgraded to 4 and cannot access Admin console

Went through the (long) process to upgrade and migrate Joomla to 1.6, then I reinstalled Civicrm 4. 

I cannot access my admin console using this link
http://www.mysite.com/administrator/index.php?option=com_civicrm

I get this error:

"500 - An error has occurred.
XML data could not be loaded. Make sure you specified the correct path.

Return to Control Panel"

I've uninstalled/reinstalled a few times

Please advise where I should go form here?

In the UK, we call it "sods law".  You spend days trying to fix something, then, as soon as you ask for help, you fix it yourself!

I renamed this file:
civicrm/templates_c/en_US/ConfigAndLog/Config.IDS.ini

and I can access the Admin console....

looking at the file itself, I see it includes the "jupgrade" folder that is a staging site for Joomla during the upgrade

OMG, thank you sooooo much lsmithgo
I've been struggling with this and you're simply fix located 5 sub-directories in my media folder worked like a charm!
