how to create a fieldset to use with a accordions

we are wanting to simplify a complex form using collapsible sections using accordions.

I looked at implementing the built-in accordion from here: (url)// wiki.civicrm.org/confluence/display/CRMDOC40/Accordions

however, i cannot figure out how to group the fields... ie create field sets

Any direction will be very much appropriated
