Why on the admin site?

Just a general question with Joomla? Why is the majority of CiviCRM placed in the administration panel of the CMS?

Simple question as I don't understand why?

that's just the way joomla works. it makes a fairly strict separation between frontend resources and backend administration. most of civicrm is administrative in nature, and thus lands in the backend. those resources that should be exposed to the frontend of the site are most easily configured through the menu manager.
