No admin access to CiviCRM after server move

I just moved my Drupal site to another host, keeping my CiviCRM installation unchanged (as it was already 4,0.4).  The domain name has not changed and DNS is now propagated.

The Drupal side of things looks fine, but I can only open one CiviCRM admin UI in my browser: /index.php?q=civicrm/admin/setting/updateConfigBackend&reset=1.  (The paths there are correct for the new server and I have also double-checked my settings files).  If I attempt to open any other CiviCRM admin UI in my browser I get

Error
The website encountered an unexpected error. Please try again later.

I did forget to disable CiviCRM during the move but I am not sure this has any bearing on the problem.

There are no useful messages in the server log that I can see. Any ideas for recovering?

I noticed from the migration instructions that ignoring some tables in the CiviCRM dump can be helpful. So: I tried reimporting my dump from the old server and emptying those tables, but no love. I do now have a logged error when I try to open <site>/civicrm :

Exception: XML data could not be loaded. Make sure you specified the correct path. in IDS_Filter_Storage->getFilterFromXML() (line 220 of [path]/sites/all/modules/civicrm/packages/IDS/Filter/Storage.php).

Delete all files and directories in sites/default/files/civicrm/template_c to fix that

I spoke too soon. <sigh>

Actually, CiviCRM is working fine, but another Drupal module integrated with CiviCRM stopped working after I did the database voodoo. It had worked fine, briefly, after the move, while CiviCRM was still cranky - but the database changes that brought CiviCRM back to life did the opposite for this module.

The module is cd_sunlight. It now refuses to find Congressional districts for contacts in its queue. Its maintainer has made a suggestion or two, but no love. I've tried reinstalling it, resaving config pages for it, etc. Clearly the database changes interfered with this module in some way, but I have no clue how to recover so that both CiviCRM and cd_sunlight will work. I realize this is not your module, but since you are the installation guru I thought I'd ask if you had any suggestions. Thanks again, Hershel.

Did you reset the Advanced Batch Geocoding settings as the encryption logic has changed in later versions via URL admin/settings/cd_sunlight

and be sure you are NOT using the "Congress" module

I'm not using Congress, no.

I hadn't been using geocoding at all. I did just resave that UI without data in that part of the form, and ran cron, but still no districts in my contact records.   :-\

Offhand, I don't know then. :(

I had a client using cd_sunlight and it was broken. I fixed his but I am not an expert in this module.
