Invoicing system with CiviCRM

I did a search to see if there is any type of invoicing system available with CiviCRM and could not find anything.  What I need is to have a system to allow our client to manually send out invoices for membership dues or any outstanding event registrations to any of the members in CiviMember.  Is this a feature that is already in place or is this something that is planned for future releases?

Not invoicing per se, but CiviCRM does send a membership reminder:

Note the additional configuration required.

You can probably send out emails to smart group comprised of participants who have not paid to handle the events case.

On another note regarding invoicing, does CiviContribute allow members to select an 'invoice me' type of payment method?  Upon completion of the checkout they would be presented with an invoice that they can print and send in with their payment?  Is this currently supported?

You can pretty much do this using the "Pay Later" feature which has been added for the 2.0 release. The feature is described here:
