Creating member account via CiviCRM administration area

I have thoroughly reviewed the CiviCRM software the past few days in order to determine if it is a fit for our client.  However, it seems that there is no way for me to create a member account with login access (username/pwd) from the CiviCRM admin area for frontend access for certain areas of the website (i.e. membership database, specific member's only event, etc.).  I know that this is possible via the website frontend, but as an administrator I need the ability to create a member account.  Is this possible with this software or do users have to setup their own accounts and then be approved by the administrator?

Administrators can create user accounts with login access using the admin functions of the "host CMS" - either Drupal or Joomla.
