JQuery broken after simple upgrade?

I just upgraded an inherited site from 3.4.3 to 3.4.4, or so I thought. Now, nothing with jQuery seems to work with CiviCRM (see below). I've cleared all the Drupal and CiviCRM caches, turned off all Drupal compressions, and disabled jQuery completely from Drupal.

The errors persists. I'd be grateful for any trouble-shooting advice.

Javascript must be enabled in your browser in order to use the dashboard features.

Can you try following:

1. Clear your browser cache and check if it works.
2. Clear Drupal cache ( In Performance )
3. Delete files/civicrm/templates_c folder

I've repeated all those steps. Unfortunately, I still get the same error:
