This may already exist somewhere, but if so I haven't found it.

What I'd like to do is have users with edit privileges, but any changes still require central approval before they are committed to the DB. As a political org in the past (and I hate to say it) we have had people manipulate membership lists to influence an outcome!

Do you think your org can help fund this feature? I suspect it is not a trivial feature, so i'd guesstimate a 50-150 hour project depending on how easy a solution we can come up with

Not immediately, but if I can successfully deploy a view only chapter based civicrm, with centralized edit for a few months, then I imagine I would definitely be able to secure some funding.

Need to prove the system works before hand though. I would imagine by November, I'd be in a position to get some funding though.

I'd be able to get some funding for this feature now.

What are the next steps to getting it to the MIH stage?
