Batch address standardization and Congressional district lookup with ZIP+4

Because I have been unable to get the USPS to allow us to use their service, I am now looking for a low cost commercial or free method of submitting a batch of about 80,000 contact records to be returned with the ZIP+4 data. I am not so interested in address standardization as I am getting the full ZIP+4 for the address. The ultimate goal is to determine the US Congressional district for the address.

I realize re-districting is happening but I would like this working and tested as soon as I can.

i would check the geocoding / mapping providers (yahoo/google). I think they also do address standardization / cleanup and return the ZIP + 4 as part of the cleaned address

U'll need to modify the code to do the above. If you do so, please submit your code back with a description, so we can merge it back in

The first thing I got when I googled this was a link back to http://forum.civicrm.org/index.php?topic=9678.0. I've tried this code but don't see where it standardises the address. I'll investigate more but my first requirement is that it be done in batch over the entire database. Commercial service can work but may be expensive.

I tested one called Qualified Addess and the price is reasonable but I'm still looking for a free option
