Access to existing PCPs in Contact Dashboard

I want Authenticated Users to have access to existing Personal Campaign Pages, i.e. those that were set up before this setting change was made:

Go to civicrm -> civicrm Admin -> Global Setting -> Site Preferences
Check Contact Dashboard Section.

It does see new PCP's, created after the Dashboard setting change and after giving these users "Access CiviCRM" permission. Giving "Access CiviContribute" does not help.

It sees existing PCP's for other roles that have CiviCRM privs that I probably don't want to give to "mere" Authenticated Users.

Any idea what needs to be done here?

The immediate problem is that Event registration and PCP setup create two separate contact records.  When I added the person as a Drupal user the user record was attached to the Event contact, not the PCP contact.  On login the PCP was not seen by CiviContribute.

Solution/workaround is to merge the two records (Contacts > Find and merge contacts).

Better if I knew how to prevent creation of the second contact when the PCP is set up.  Is this configurable?  I haven't dug into it yet.

The order of User/Contact creation was not the issue; the User has to be connected to the Contact for the Contribution.
