Weird error on Localization page

With 4.05, when configuring the localisation settings (at civicrm/admin/setting/localization?reset=1) the section headed "Contact Address Fields - Selection Values" suggests that for 'Available Countries', if you leave the right hand box empty, the all countries will be included in the available countries list. Great.

But if you leave the right hand box empty, and choose the Default Country from the drop-down, Civi reports an error stating the the default country must be included in the list of available countries. I have overcome this weird error by moving all countries into the right hand box.
