Hidden SQL Errors

When CiviCRM encounters a SQL error, it renders it in a hidden DIV and relies upon a JS function to allow the user to "open" the hidden DIV. The problem is that, in many cases, the JS (or CSS) is not there, also due to the error, and so the user is stuck with a hidden message.

A techie can reveal the message, but we have had more than one report here on the forums of non-technical users stuck with no way to figure out what their error is.
