I'm not sure if this is standard, I can't find anything in documentation - but my installation of CiviCRM defaults to "12 installments" every time I add a new pledge. This seems really odd - and I'd like to change the default to 1 installment.

Joe Donor has agreed to donate and wants to send a check - that's the only reason I even need to use PLEDGE - otherwise I will set up a one-time or recurring donation using credit/debit.

Any pointers on changing this default setting?

You mean on below form right?
http://drupal.demo.civicrm.org/civicrm/pledge/add?reset=1&action=add&context=standalone

You will have to implement buildForm hook inorder to change the default values.
