civicrm.settings.php is an empty file

I'm trying to install civicrm 4.0.5 on a drupal 7 install.
I've tried multiple times but each time the civicrm.settings.php file ends up being an empty file.
It is created in the correct place but it's empty.


I've looked around for a sample settings file to edit and place in the directory but can't seem to find that either

Never heard of this problem before. Sounds odd.

Thank you for this file. I've been tearing my hair out with my first civicrm install this week!
