waitlist processing gets old events

We hit a problem where we made administrative changes to some old event registrations & as a place was now 'available' waitlist e-mails went out. As the event had ended long ago this was a bad thing.

It seems to me that limiting the processing of pending & waitlisted participants to events that have not yet ended is sensible. (there are other possible date criteria that could be used - end_date seemed like a pretty conservative pick)
