If you want to collect information as to whether a Participant attended Day #1 of an Event - then the Custom Data Group should be setup as "Used For" = Participants. Your custom data group is Used For = Events.

But perhaps I don't understand your use case. The custom field does show up when you configure your workshop event:

... and then shows up on the Event Information page:
https://sandbox.civicrm.org/civicrm/event/info?reset=1&id=5

... which is the expected behavior for Event custom fields. Also, custom fields for Events are not currently searchable - but Participant custom fields are - as long as you check the "Searchable" box on the custom field form.
