Problems creating new Drupal Users with CiviCRM 4 Enabled

I just did an upgrade of CiviCRM from 2.x to 4 and from Drupal 6 to a clean Drupal 7.
Everything is working well except that creating new drupal user accounts is acting funky.
When go to [siteaddress]/overlay#admin/people/create the process just hangs at "Loading...".
Also, once in the Drupal path [siteaddress]/civicrm/... and I go to the drupal menu, the overlay doesnt work. I have a successfully running D7-Civi4 site with none of these problems.
When I go to [siteaddress]/admin/people/create the page loads, but without the CiviCRM fields at the bottom.
When I disable CiviCRM I can create a new user without a problem from the "overlay#".
When I do create a Drupal user with Civi enabled it does create a CiviCRM record with the Drupal email address as the contact name.
I assume this has something to do with the upgrad, but I have been through the menus several times and cannot figure out where the problem is. I have debugging set to report on both Drupal and Civi.

Did you try logout / login ?

Also clear all Drupal caches and remove all files/directories in sites/default/files/civicrm/templates_c/ and try again.

I have done all these things and it still does not appear to be working. (Logged out, logged back in, cleared Drupal caches, removed files in templates_c). Should I be looking for a log somewhere that might give me some valuable information?
