New contact signups are overwriting current contact details

Perhaps my fuzzy dedupe rule is not good enough?  I have seen a thread discussing that says since 3.2 there is an option to always create new contacts even if duplicate, but these options do not appear for me, so perhaps I can tighten my fuzzy dedupe?  Right now I have first name 20, last name 20 and city 10, threshhold is set to 50

Any suggestions? 

More info- I am using Drupal.  When a new contact signs up a new Drupal account is made, but all of their profile info overwrites current member data.  I am assuming it finds a closely related email match and overwrites that particualr member's data
