Import problem with Fill

Objective was to add State and Country data - so exported all records missing those fields (and DB shows as NULL)

Amended them in CSV - then tried to import using FILL in case any of the records had been updated via online forms in the meantime.

Tried twice and in both cases using FILL did not result in any changes to the Country or Province fields

When I tried a test using UPDATE it worked fine.

Anything I may be doing wrong other than chewing on the wrong lip?

I have experienced this with 3.4.4 as well, and reproduced a serious import bug on the demo site, and filed it. 

when i upgraded to 3.4.5 the bug went away on my local site, but the bug was still on the demo site. 

do not know what the status of this bug is currently.
