Error building Admin Menus

Installation of CiviCRM 3.3.6 on Joomla 1.7.0 gives the following error:
Error building Admin Menus
The CiviCRM database Upgrade Utility has beem run.
No CiviCRM menu is displayed in Joomla.

CiviCRM 3.3.6 is not compatible with Joomla 1.7, you need to use CiviCRM 4.0.x version

I got the same problem with CiviCRM 4.0 and Joomla 1.7 on a fresh install.

Saying this does not help anyone. You need to provide more details about your problem. How and when you get the problem etc. Are you using latest 4.0.x release ?

I tried using the most recent stable release of 4.0.7 and Joomla 1.7.  I get the can't create admin menu, and nothing works.

I get the same error on a fresh install. The error is displayed right after the component finished installing. When the click the upgrade utility, it's clear tables are not being created during the install such as the option_value table. I'd include the log code but your forum won't allow it..gives a "sorry, you are not allowed to post external links". A bit restrictive for a help forum with code.
