Not sure I understand the usefulness of the changes too much - apart from the performance improvements

I assume we do not automatically use this version.......is there any plan to upgrade or are we staying put until there is another form handler?

No.

We've not yet migrated to the 3.x series. I suspect we'll do it for civicrm v4.2
