Question on how to use de-duping

We're trying to de-dupe contacts in CiviCRM and we've tried two different ways.

1) Selecting the contacts we want to merge in search results and using the Merge action
2) Using the de-dupe rules and the merge functions built into those.

In both cases, we're getting errors about how the contacts are not marked as duplicates.  Are we doing something wrong?  Or is this a CiviCRM error of some sort?  Here is an attachment that depicts the error in question more specifically.

So, it's possible to specifically mark two contacts as NOT being duplicates of each other (so they don't keep showing up). They are stored in the table civicrm_dedupe_exception. I don't know if there is a GUI way to remove these records

Thanks, Eileen.  So does that mean I'd have to go clear out that table behind CiviCRM?  I can do that if I need to.

Seems to me anyhow that it should be safe to empty that table, yes.
