Strange Menu Problem

I am not sure what is going on but after an upgrade to 3.4.5 some users have lost the buttons on the black CiviCRM menu. See attached.

Things we have tried.
  • Clear CiviCache
  • Delete template_c
  • Gave user role of a user that the menu works for
  • Logged in and out 
  • Multiple browsers
  • Changed themes
  • \Disabled Drupal admin module

We are out of ideas on this end and would appreciate any help we can get.

You used an unedited Garland theme and you used shift refresh on your PC?

I just deleted the Garland theme and replaced it with a new copy just in case.

I have cleared all civicrm and drupal caches again and tried in a new browser that has never loaded this site. 

Another thing to note is the the search box loads and works. It is only the menu items.

I would suggest you replace your CiviCRM core files. Perhaps a CSS file is missing...

Or check in the Net tab of Firebug for any missing files.

There are no js errors and we even installed a clean copy of Garland.

We have found that if we create new users than it works A-OK until, you make a change to that user in Drupal.

For example, we created a new user and it was working just fine and then the user changed their user name. The menu went away. Second example, our client took a permission away form a user not related to the menu and when they went back to CiviCRM the user could not see the menu.

This is very strange.
