Configuring civicrm_member_roles in Drupal7

Not finding how I can config this module in D7.
admin/config/civicrm/civicrm_member_roles gives me Access Denied
permissions for Admin Role are showing as set for Access CiviCRM member role settings.
dot info shows
configure = admin/config/civicrm/civicrm_member_roles

when i just go to configure = admin/config/civicrm/ I get "You do not have any administrative items."

Module also refs that URL eg

line 21     $items['admin/config/civicrm/civicrm_member_roles']

/admin/config/civicrm/civicrm_member_roles/add_rule also gets an Access Denied.
