menu only available under /civicrm?

How come the civicrm toolbar is only available under the /civicrm? Wouldn't it be more convenient if the menu would be available all over the site? At first I thought it was an error on my side but the behaviour is the same on the sandbox.

I think most users prefer it this way because CiviCRM is really only a part of their site. So the menu is only relevant when you're "in" that part. However, there are those who agree with you and a solution was posted here:
