Account creation during Event signup, locale switcher

Has anyone run into the scenario where a new user (not registered in Drupal / CiviCRM yet) signs up for an event and can choose the locale which he wants the system to be presented to him (both Drupal as well as CiviCRM content and interface) ?

We used the locale switcher (CiviCRM) in a drupal block, yet.... this requires the access CiviCRM permission for guests, which is something we actually want to avoid.

Therefore my question, how do people go about this or was this never an issue before, signups in multiple locales (maybe no Canadian or Belgium users :-))?
