viewing contacts but not admin visibility groups

I would like to have members  be able to view contacts, so enabled that permission.  How do I provide a link to the search page or listing of contacts?

civicrm/contact/search   returns an accessed denied, unless I enable access CiviCRM too

If I do enable access CiviCRM, then all groups are exposed (even those with admin visibility only) as well as the Manage Group menu.  This is more access than what I would like. 

How should this be done?  Would profiles be better ?  or a Drupal view?
