What does this error mean?

I got an error message and not sure if it is something I can fix or if it has to be fixed by the web hosting services:

As per http://www.2by2host.com/articles/php-errors-faq/disabled_register_shutdown_function/:
 
In order to eliminate this error message you need to do ONE of the following things:

    Remove the register_shutdown_function string from the disable_functions at php.ini* file
    Ask your hosting provider to remove the string above if you don't have an access to the php.ini* file
    Change hosting provider which allows the running of the register_shutdown_function function.
