Table civicrm component doesn't exist error

Hi.  I'm having an issue in the backend of Joomla when I access the Component it gives me an error saying the following:

non-recoverable error has occurred.
civicrm component doesn't exist
Table civicrmDOTcomponent doesn't exist

Can you tell me what would cause this problem?    (it was working before we upgraded from 1.5.18 to 1.5.23 but, nothing in the database was changed with the upgrade)
