drupal 7.8 does not want to add civicrm module version 4.0.6
October 07, 2011, 01:40:43 am
In step 3 at wiki.civicrm.org/confluence/display/CRMDOC40/Drupal+Installation+Guide+for+CiviCRM+4.0#DrupalInstallationGuideforCiviCRM4.0-3.TellDrupalwheretofindtheCiviCRM4.0Module

When I put either
sourceforge.net/projects/civicrm/files/civicrm-stable/4.0.6/civicrm-4.0.6-drupal.tar.gz
or
downloads.sourceforge.net/project/civicrm/civicrm-stable/4.0.6/civicrm-4.0.6-drupal.tar.gz

I get this message
Invalid checksum for file " <!--[if lt IE 7 ]>

I had to manually wget the tarball and unpack it in sites/all/modules

This happens sometimes and is generally a function of the server. Given that CiviCRM is a large package (far larger than any other Drupal module) I don't think this is a big issue, nor is there much that can be done about it.
