moving database to fresh install - can't rebuild admin menu

Moving to fresh install of 1.7.1 and 4.06

For anyone else having trouble with the menu retaining the url of the original site
and unable to do the menu rebuild because this command

 "Joomla sites: http://<joomla_site>/administrator/index2.php?option=com_civicrm&task=civicrm/menu/rebuild&reset=1"

produces error type:
 Error: CiviCRM-001 Sorry. A non-recoverable error has occurred.
You do not have permission to execute this url

Follow all the instructions in the manual - making sure to leave the original civicrm_domain table in the fresh install (I left the 4 cache files as well but don't know if this is strictly necessary?)

replace the rebuild menu step above with simply uninstalling the civi component, then reinstalling and running the upgrade script. This rebuilds the menus with the correct urls

VOILA

hope this saves some folks the hours it cost me  ::)

maybe someone could add it to the docs - I'm not sure how to do this?
