Complex membership criteria

My organization has a somewhat complex way we do memberships. As a first-time CiviCRM user I'm wondering the best way to represent this within CiviMember.

There are two ways to become a shareholder-member of my org:  The "Standard Equity" route is to buy in, paying $100 in quarterly installments of $25.  The "Sweat Equity" route is to do 10 hours of volunteer labor, working 2 hours each month for 5 months.  (Folks can fulfill these obligations more quickly if they like, but these are the minimum requirements to remain in good standing.)

Once you've become a shareholder-member, you need to renew each year, essentially on the anniversary of your original join date.  There's a fixed renewal fee of $20, regardless of whether you did Standard Equity or Sweat Equity.

The above is how it's done for Individual Memberships, but then there's Household Memberships.  For each additional member in a Household, we require an additional $50 for the Standard Equity buy-in amount, 5 hours for the Sweat Equity labor route, and $10 for the annual renewal fee.

Is there an efficient way to implement all this within CiviMember?  Obviously I'd prefer a Rules-based approach if possible; but I'm game for a solution based on the API and Hooks, if that's what's needed!
