Allow ALL users to create CiviMail templates

As far as I can tell, only admins can access the /civicrm/admin/messageTemplates page to create new mail templates.

Is there anyway for me to change permissions to allow all users to administer the templates? I have looked everywhere and cannot find any such permission.

Is this possible?
