How can I display zero in a custom field in an email?

I am sending out Attendance Certificates by email for an event we held.   I need to be able to include something like the following:

Points earned: 2.5R & 9.5L CERPs.

The 2.5 and the 9.5 are held in custom fields with values ranging from 0 to 12.

This works fine except when the person has gained zero R CERPS or zero L CERPs. In those cases I get either

Points earned: R & 9.5L CERPs.    or  Points earned: 2.5R & L CERPs.

This is not want I want.  I actually want  Points earned: 0R & 9.5L CERPs or Points earned: 2.5R & 0L CERPs as appropriate.

I did this earlier in the year using Civi3.2 and I am sure the 0 printed out but now in 3.4 it doesn't.

I have tried having the custom fields as number fields and tried entering 0.0 not just 0.

I have also tried having the custom fields as alphanumeric fields.  Nothing works so far.  Any suggestions?
