Missing Values in civicrm_state_province for Zambia

I'm developing a new site, using CiviCRM 4.0.6 on Drupal 7.2.

While trying to import member contact info, I noticed that the State/Province list for Zambia lists only 4 provinces for Zambia. In fact, there are 9 provinces.

The provinces that are included in the CiviCRM database do use the correct ISO 3166-2 codes.
