Mailers Not Starting

I have a D7 CiviCRM 4.0.7 site where I make a mailer in CiviMail. I schedule it for now and manually (for testing) run bin/civimail.cronjob.php. I confirmed manually that it's running to completion with no errors

But the mailers never start.

If I visit civicrm/mailing/queue then it does go.

Something I'm missing I suppose, but I can't figure it out....

Do you mean even after you run  bin/civimail.cronjob.php, mailings are not sent?

Yes, that's correct. I did once see an error about $config->mailerJobSize not set in CRM/Mailing/Page/Browse.php but even fixing that doesn't help.
