use hooks to add Payment Processor(PayPal) fees

Has anyone written a hook to calculate payment processors fees and add it the the transaction?

Would be ideal if it appeared as an option which we could ask people to pay unless they deselected it.

I had a similar requirement and this thread http://forum.civicrm.org/index.php/topic,12648.0.html helped me out.
