Printing Badges

Client wants to print out badges for an event. Would this be as simple as creating a custom report (seems to be called "Action" in the dropdown on the search results page)?  Ultimately, I'd like it to output the way mailing labels do.

I'm I thinking in the right direction?

I needed the same thing for my first event run on CiviEvent, so I did a search for participants, exported them.  Then I used the resulting download - csv file - as a data source for a Word based merge file built on the label template for my badges. 

This worked well for me.
