Contribution page validation consistency

On a standard contribution page, with 2 fields added via a profile, if during testing I do not fill out any field and submit the form civicrm returns the form back with a few of the fields marked as required. If i try the same test but before submitting pick a donation amount the form is returned -but this time with all the forms marked as required.

its just strange behavior. All fields are required. there should never be a time when a user can submit the form empty and not see validation that asks for all forms to be filled in (red error messages...)

Not sure if its a known bug, or not..

Not sure i understand the below. Can you get the same behavior on demo and give us steps to see this behavior

Hi lobo, the results of my donation form are the same as a live donate form located at:
https://www.ricksantorum.com/civicrm/contribute/transact?reset=1&id=1

To see the issue I am describing, click the contribute button on Rick's donate page without filling in any of the information, a few fields will highlight RED with an error about requirement, then fill in a few fields (but leave the rest blank) and click contribute again, the rest of the required fields get displayed in red now.

u'll need to replicate this on demo so that we can investigate and figure out whats happening
